Comments are enabled on some stories but not all. If comments are not enabled it will state "Comments are not available on this story" at the bottom of the article.
If comments are enabled on the article, but you do not see an option to post a comment. Re-establish the link by logging out of the website through the My Account link at the top right comer of the site. And then signing back into the site.
